Housing Authority of the County of Butte’s (HACB) Project-Based Voucher (PBV) Program encourages property owners to make rental housing available to lower income households at rents within Section 8 Fair Market Rents. As such, HACB will be accepting applications from property developers for project-basing not more than one hundred thirty-five (135) Section 8 vouchers, to expand housing opportunities and increase economic self-sufficiency. Specifically, the Housing Authority of the County of Butte seeks to project base vouchers for newly constructed units to house veterans, families, or elderly households within the burn scar of the 2018 Camp Fire Disaster (Town of Paradise, Magalia), or the City of Oroville.

PBV assistance may be authorized for newly constructed housing (units developed pursuant to an agreement for use in the PBV program) only. All financing of project costs and operating expenses will be the responsibility of the owner. Rents that are established for the project will be commensurate with other comparable rents for similar rental units in the areas in which the project is located. Rents cannot exceed the maximum allowable under the Section 8 program for the City of Paradise.

Under this RFP, HACB is capping the number of PBV assisted units to a maximum of 25 units per development project, unless the development project will serve veterans (HUD-VASH). For HUD-VASH project, up to 100% of the units may be PBV assisted.
